William Hornaday started zoos in Conservation. After his trip to search for Bison, he pushed for a national zoo. Congress finally approve the plan, and a national zoo was created "to offer refuge so that "native animals... threatened with extinction might live and perpetuate their species in peace." No zoo had ever before expresssed such goals" (Hancocks 2001).
